绵阳市新型冠状病毒肺炎疫情防控指挥部通告
In order to further strengthen the epidemic prevention and control work and effectively protect the health of the public, according to the latest national and provincial epidemic prevention requirements and combined with the actual situation of the epidemic prevention and control work, it was decided after analysis to carry out full-coverage nucleic acid testing. Relevant issues are hereby notified as follows.
为进一步加强疫情防控工作，切实保障广大市民群众身体健康，按照国家、省防疫工作最新要求，结合疫情防控工作实际，经研究，决定开展全员核酸检测。现将有关事项通告如下。
1. From September 30, 2022, the city will carry out full-coverage nucleic acid testing once a day for tentatively three rounds, and subsequent dynamic adjustments will be made according to the epidemic situation.
自2022年9月30日起，全市每天开展1次全员核酸检测，暂定开展三轮，后续根据疫情形势动态调整。
2. Residents should follow closely the nucleic acid testing arrangements of your region and take the tests in staggered hours,with routine personal protection such as wearing masks and keeping one-meter distance, at designated sites as notified by the sub-district (township) or community (village). People who are not covered in the testing will be coded yellow or red in their health QR code. Residents from regions that apply closed-off management and closed-loop management shall strictly observe relevant pandemic prevention and control rules.
请广大市民群众密切关注本区域发布的核酸检测时间，按照所在街道（乡镇）、社区（村）通知，前往指定地点有序参加核酸检测，并坚持佩戴口罩，保持1米线距离，做好个人防护，确保“应检尽检、不漏一人”，对漏检人员将实施赋码管理。采取封控、管控措施的区域和居家隔离人员按相关防控管理规定执行。
3. From 6:00 a.m. on September 30, 2022, temporary control management will be strengthened in some urban area (including: Fucheng District, Gaoxin District, Science and Technology City New Area, Jingkai District, Xianhai District, Science City Office; Economic Pilot Zone of Youxian District, Fujiang Subdistrict, Fule Subdistrict, Youxian Subdistrict, Shima Town, Xiaojian Town; Huagai Town in Anzhou District, Jiepai Town). All residents shall stay at home in principle, non-residents of the community (village) are not allowed to enter unless necessary, and all inbound travelers must report for registration.
自2022年9月30日6时起，加强城区部分区域临时管控（包括：涪城区、高新区、科技城新区、经开区、仙海区、科学城办事处；游仙区经济试验区、涪江街道、富乐街道、游仙街道，石马镇、小枧镇；安州区花荄镇、界牌镇），全体居民原则居家，非本社区（村）居民非必要不得进入，外来人员必须报备。
（1）Avoid crowding, clustering or strolling in the residential quarters.In principle, each household can arrange 1 person to go out once every 3 days with a 48-hour nucleic acid negative certificate to purchase daily necessities nearby within 1 hour. Residents who go out for medical treatment and other special needs may enter and leave with the consent of the community (village) where they live.
小区（院落）内不扎堆、不聚集，原则上每户居民每3天可安排1人凭48小时内核酸阴性证明外出1次就近采买生活物资，外出时间控制在1小时内。有外出就医和其他特殊需求的居民，经居住地社区（村）同意可以出入。
（2）Special-purpose vehicles including the ambulance, fire truck, police car and emergency and rescue vehicle are allowed city-wide access. Vehicles responsible for supplies, people’s daily living, pandemic prevention, and emergency transport are allowed city-wide access with pass card. Other vehicles are not allowed on the road. The frequency of bus operations will be adjusted, taxis will not be stopped. Those who take public transportation (including taxis) must have a 48-hour negative nucleic acid certificate.
除救护、消防、公安、抢险救援等执行紧急任务的特种车辆外，其他从事保供应、保民生、保防疫、应急运输的相关车辆凭通行证通行，其他车辆禁止上路通行。调整公交运营频次，出租车不停运，乘坐公共交通（含出租车）须持48小时内核酸阴性证明。
（3）Businesses and shops should be closed, except for the following ones: supermarket (including farmers market), pharmacy, health institution, fresh food delivery business, E-commerce delivery business and catering business (no dining-in service) responsible for guaranteeing the basic living conditions for residents. No gatherings including meetings, training, performances, exhibitions and fairs, public square dancing, etc. are allowed. Entertainment venues, public cultural and sports venues and scenic spots stop operation. All schools and kindergartens postpone the return of students to campus and proceed with on-line teaching. Closed-loop management applies in all schools, nursing home, children’s welfare institute and etc. Religious venues are temporarily closed.
除保障市民基本需要的生活超市（含农贸市场）、药店、医疗机构、生鲜快递、电商配送、餐饮类企业（不提供堂食，只提供外卖服务）外，其他营业场所、门店暂停营业。各类会议、论坛、培训、演出、比赛、展会、广场舞等聚集性活动暂停举办。各类娱乐场所、公共文体场所、景区景点等暂停开放营业。各类学校、养老院、儿童福利院等实施封闭管理。宗教活动场所暂时关闭。
（4）Other areas of the city should reduce the flow of people and strictly restrict the movement of vehicles between the main urban area and other counties (cities).
全市其他区域减少人员流动，严格限制主城区与其他县（市）间的车辆流动。
4. Strict outpatient treatment management is applied. Suspend individual outpatient departments, individual clinics in the city, and daily outpatient and health check-ups. Retain emergency and fever clinic, and other critical care service departments such as delivery, hemodialysis, radiotherapy and chemotherapy, and surgery. Yellow code patients are required to go to designated yellow-coded hospitals in their districts as required.
严格门诊就诊管理，暂停全市个体门诊部、个体诊所，暂停日常门诊和健康体检业务，保留急诊和发热门诊、分娩、血透、放化疗、手术等急危重症服务科室。黄码病人按规定到辖区黄码定点医院就诊。
5. Make every effort to protect the basic needs of the public. Supermarkets, farmers' markets and other supply guarantee places shall strictly implement measures such as taking temperature, checking health code, scanning place code, wearing masks, and checking nucleic acid reports in accordance with the requirements of epidemic prevention and control. There should be especial care for special groups such as the elderly, pregnant women, the disabled, patients with chronic diseases and serious diseases living alone in the region, and services such as medical treatment.
全力保障市民基本需求，商超、农贸市场等保供场所按照疫情防控要求，严格执行测温、亮码、扫码、戴口罩、查验核酸报告等措施。加强区域内独居老人、孕产妇、残疾人、慢性病及重疾患者等特殊人群的关心关爱，做好就医等服务保障。
6. To maintain production order, public service provision enterprises responsible for guaranteeing the basic living conditions for residents and the basic public facilities including water, power, fuel, gas, communications, sanitation and supply of grain, oil, meat and vegetables, etc; and enterprises responsible for important production tasks and also enterprises equipped with the facilities for closed-loop production could operate normally when closed-loop management is applied by the company. All relevant departments in all localities should increase the intensity of accurate service for enterprises and effectively solve their difficulties encountered in the production and operation.
切实维护生产秩序，保障市民生活和城市基本运行的水、电、燃油、燃气、通讯、环卫、粮油肉菜供应等公共服务类企业，以及具备闭环生产条件、承担重要生产任务的工业企业在落实好“防疫泡泡”的基础上，可开展正常生产经营。各地各相关部门要加大精准服务企业力度，切实解决企业生产经营中遇到的困难。
We call upon our residents to continue your support and cooperation and fulfill your obligations for pandemic prevention and control. Residents should not leave Mianyang unless absolutely necessary. Those who have to leave Mianyang should present a negative 24-hour nucleic acid test result. People who cause the transmission of virus or other severe consequences because they deliberately conceal, fail to report as required or refuse to cooperate with pandemic prevention and control measures shall bear corresponding legal liabilities as per relevant laws and regulations.
